Key points
- Any software-sent text from a 10-digit number to US phones must be registered.
- You register a brand (who you are) and a campaign (what you send).
- Twilio lists $4.50 brand, $15 vetting, $1.50 to $10 monthly (October 2026).
- Campaign vetting takes about 7 to 10 business days, sometimes longer.
- Unregistered 10DLC texts are blocked, not just filtered.
What does A2P 10DLC mean?
A2P 10DLC stands for application-to-person messaging over 10-digit long codes: texts that software sends on behalf of a business from an ordinary local phone number. Carriers treat all of it as business traffic that must be registered.
| Term | Plain meaning |
|---|---|
| A2P (application-to-person) | Texts sent through a platform or app on behalf of a business, including automatic replies |
| P2P (person-to-person) | Ordinary texts typed by one person on a phone to another |
| 10DLC (10-digit long code) | A standard local-style phone number, like (512) 555-0142 |
| The Campaign Registry (TCR) | The central registry where brands and campaigns are recorded for the carriers |
| Brand | The business the customer believes is sending the message |
| Campaign | A registered use case, such as customer care or appointment reminders, with sample messages and opt-in details |
| CSP (campaign service provider) | The messaging company, such as Twilio, that registers brands and campaigns for you |
Twilio notes that US carriers consider all traffic sent through its platform to be A2P. If an app sends the text, including a missed-call text back, it counts.
Why do carriers require 10DLC registration?
Carriers require registration so they know who is texting their subscribers and why, which lets them cut spam without blocking legitimate businesses.
The industry rulebook is CTIA's Messaging Principles and Best Practices. Its 2023 update says every business sender should get consumer opt-in consent before texting and honor opt-out requests. Registration ties each number to a verified business and a declared use case, so carriers can hold senders to that standard.
In return, registered senders get better treatment. Twilio describes carriers' A2P 10DLC offerings as giving better delivery quality and lower filtering risk than unregistered long-code texting, plus higher throughput. Registration is separate from consent law, which is covered in is it legal to use AI to call and text customers.
How does 10DLC registration work?
You register in three layers: who you are, what you'll send, and which numbers send it. Brands can't register directly with The Campaign Registry; a campaign service provider files for you.
- Business profile. Legal business name, address, business type and contact details, entered with your messaging provider.
- Brand registration. Your provider submits the brand to TCR. Businesses with a Tax ID (EIN) register a Standard or Low-Volume Standard brand. Individuals and small businesses without an EIN in the US or Canada can use a Sole Proprietor brand.
- Campaign registration. You describe the use case, write sample messages, explain exactly how customers opt in, and list opt-out and help keywords. For new campaigns submitted through Twilio's API after June 30, 2026, a privacy policy URL and a terms and conditions URL are required fields.
- Vetting. Every campaign goes through manual review before approval.
- Number assignment. Your 10-digit numbers are attached to the approved campaign, and carriers are notified to provision them.
Once all three layers are approved, texts from those numbers count as registered traffic.
What does 10DLC registration cost in 2026?
Registration costs a few dollars once plus a small monthly fee, and each text carries a carrier fee of a fraction of a cent. These are Twilio's listed pass-through fees as of October 2026; The Campaign Registry raised several of them on August 1, 2025.
| Fee | Amount | When charged |
|---|---|---|
| Brand registration (Sole Proprietor or Low-Volume Standard) | $4.50 | One time |
| Standard brand registration, including secondary vetting | $46 ($4.50 + $41.50) | One time |
| Campaign vetting | $15, non-refundable | One time per campaign submission |
| Campaign fee: Sole Proprietor | $2 | Monthly |
| Campaign fee: Low-volume mixed | $1.50 | Monthly |
| Campaign fee: Standard use cases | $10 | Monthly |
| Brand vetting appeal | $11 | Per request |
| Carrier fee per outbound SMS segment | $0.0035 AT&T, $0.0045 T-Mobile, $0.005 Verizon | Per message |
Twilio's own base rate of $0.0083 per SMS segment comes on top of carrier fees. Other providers may bundle these into a plan price. For how texting fits into total cost, see AI receptionist cost.
How long does approval take?
Plan on one to two weeks, and occasionally longer. The brand is fast; the campaign review is the wait.
- Brand: Twilio says brand registration typically completes in a few minutes and can take up to 24 hours.
- Campaign: Twilio says vetting takes about 7 business days for standard use cases and has warned it can take up to 10 business days during heavy submission periods.
- Provider estimates vary: Quo (formerly OpenPhone) tells customers registration can take 5 to 7 business days and as long as 30 days.
- Numbers: After approval, carriers can take a few more days to provision your numbers.
A rejected campaign restarts the clock, and Twilio notes resubmission can bring additional charges, so getting it right the first time matters. This is why Arifwork tells clients that texting registration can add a week or two to the roughly one-week setup described on how it works.
Which brand type fits a small business?
Most small businesses with an EIN should register a Low-Volume Standard brand. Pick by tax status and daily volume.
| Brand type | Who it's for | Campaigns | Daily volume (per Twilio) |
|---|---|---|---|
| Sole Proprietor | No EIN, US or Canada | One | 1,000 segments a day to T-Mobile, about 3,000 across US carriers |
| Low-Volume Standard | Has an EIN, under about 6,000 segments a day | Up to five | Up to 2,000 a day to T-Mobile, about 6,000 across carriers |
| Standard | Has an EIN, higher volume | Up to five | 2,000 and up to T-Mobile, based on Trust Score |
A busy plumbing shop sending confirmations, reminders and replies rarely approaches these limits. A multi-location brand running texting for several teams may need Standard.
What happens if you don't register?
Your texts don't arrive. Twilio fully blocks US-bound texts from unregistered 10DLC numbers and has since September 1, 2023. Blocked messages return error 30034, and Twilio still charges its messaging rate for them.
Registration also isn't optional for small senders. Twilio states that all texts from its 10DLC numbers to US mobile numbers fall under A2P rules regardless of volume.
The alternatives have their own paperwork. Toll-free numbers require separate toll-free verification, and short codes are a different program altogether. For most local businesses, registering the 10-digit number customers already know is the simplest path.
How do you get approved the first time?
- Match your records exactly. Use the same legal name, EIN and address everywhere.
- Have a live website with a privacy policy and terms page.
- Describe opt-in precisely. Say where and how customers agree to texts: a web form checkbox, a booking page, or texting you first. CTIA expects a clear call to action.
- Write realistic sample messages that include your business name and "Reply STOP to opt out."
- Choose the right use case. Customer care and appointment messages are different from marketing. Twilio notes mixed campaigns can get lower throughput.
- Don't text before approval. Pending registrations are treated as unregistered.

Frequently asked questions

Yes. Twilio states that all texts from its 10DLC numbers to US mobile numbers are subject to A2P rules regardless of volume, including one-to-one replies sent through software.
Can I register directly with The Campaign Registry?
No. The Campaign Registry says brands can't register directly; a campaign service provider such as Twilio files the brand and campaign on your behalf.
Does A2P 10DLC apply to toll-free numbers?
No. Toll-free numbers go through a separate toll-free verification process. 10DLC covers standard 10-digit local numbers.
Does 10DLC registration make my texts legally compliant?
No. Registration satisfies carriers. You still need consent, opt-out handling and quiet hours under the TCPA and state laws.
Will Arifwork handle my 10DLC registration?
Yes. Arifwork handles the A2P 10DLC paperwork for clients as part of setup. Carrier approval can add a week or two.
